This will be prohibited unless there is explicit and voluntary consent, particularly if one of the two parties is more important than the other.
A forum proposed by Avira Germany's antitrust authority, the Bundeskartellamt , has ruled that Facebook must obtain voluntary consent from users before collecting their data when they use the Buy Bulk SMS Service company's secondary services, such as WhatsApp, Instagram and other sites.
